Monday 5/8: New email notifications

We've added a couple more email notifications to employers and job seekers to improve communication and status awareness:

1. New welcome email upon account creation for employers and job seekers to confirm successful profile creation.

2. Email employers once they've successfully submitted a new job. This email is declined in two templates: one for successful job posts and another for pending jobs.
