(Bug ?) Job Creation: New | User Generated Tags Don't Save

When tags are enabled and when a job poster ads tags, the tags do not save. Only admin pre-populated tags appear.

this is a feature, not a bug: we don't allow users to add tags, only pick from pre-exisiting tags
